Capital execution is gated by GRADDS tier — DETERMINISTIC (α=1.0), CONSTRAINED (α=0.7), ADVISORY (α=0.3), or BLOCKED (α=0.0). The system never over-executes.
GRAIPS modifies epistemic confidence only. High confidence does not grant execution authority. Confidence ≠ Permission. Scoring ≠ Tiering ≠ Execution.
All five governance gates must pass before execution is cleared. If any gate fails, the system falls back to safe harbor [0.25, 0.25, 0.25, 0.25] and fails closed.
Every allocation run produces a SHA-256 audit hash. Governance decisions, authority scores, and execution traces are fully auditable and tamper-evident.
