Mercury is the planet command orchestrator — planets only. When one planet needs to direct another planet, the directive goes through Mercury. Mercury sequences, validates, and dispatches inter-planet commands within the governed pipeline. Mercury logs every command to Pluto (long-term memory). No cross-ring command without Saturn clearance.
Mercury does NOT handle human commands (Blue Lantern 7) or general routing (Jupiter). Mercury's single duty: orchestrate planet-to-planet command.
