AURA115 is a governed quantum runtime built on the Governed Temporal Symbiosis Relay (GTSR) — a constitutional AI governance architecture invented by Joshua L. Lopez with root USPTO priority of January 15, 2026. The system enforces admissibility, continuity, fidelity, obligation, and coherence as first-class constraints across 160 active lanes, 4,000 CIRQ nodes, and 160+ patent applications spanning quantum governance, nanomedicine, constitutional genomics, and hardware sovereignty. 3. QUIRQ™ as the Runtime Lane

QUIRQ™ is the constitutional governance layer over the Cirq-compatible runtime. The cirq-runtime-simulation route makes it the canonical lane for the public runtime story.
